In Phila we have Blue recycle Bins & the Recycle Rules are as confusing as this Dylan song...
You can get fined $50.00 for not following the proper rules! Go to the Phila Streets Dept re-cycling Web site and they are as confused as most people are as to what is proper recycled material & what is not!
