I Know Chili! The "Impartial" judge will not be permitted in the Kitchen during Prep Time and will not be permitted to Talk during the Presentation of the Chili! In other words, he will be a "bystander" with Tape over his mouth while we have the Chili Bowls presented to the Blindfolded Judges! This is serious stuff!
